The debate in the Prussian Chamber of Deputies, already alluded to by telegram, is thus described by a letter of the 10th, from Berlin: If three Great Powers, like Austria, England, and France, succeed in coming to a common understanding for insuring a general interest and a principle of justice, that same union will be the best guarantee for the peace of Europe. The Governments exchange their ideas, their views, their counsels, as they ought to do under such important circumstances, so as to consolidate the general peace and this solicitude of all the great Cabinets, far from causing anxiety in the public mind, appears to us, on the contrary, to be of a nature to reassure it.
As yet we must only look upon this move of European diplomacy as a wish to prevent the difficulties to which the Polish question might give rise. We believe we may go still further than the Constitutionnel, and announce that Austria appears inclined to share in the common view taken in this great question, and to join England and France.
It is evident that the Convention concluded between Prussia and Russia was of a nature to lead to such an understanding between the two great Western Powers.
The fact announced by the Constitutionnel responds to the expectations of public opinion, without, however, justifying any of those exaggerated statements which have been in circulation during the last few days. DE BISMARCK, which takes from it the character of a regular official note.
If our information is correct, the document, the general sense of which we endeavor to give, does not conclude with the usual request to leave a copy of it with M. This dispatch is, we believe, dated the 20th of the present month, and is said to be conceived in terms as mild as they are friendly to Prussia, and it endeavors especially to point out, that by assisting to put down the insurrection in Russian-Poland, the Government of King WILLIAM would, perhaps run the risk of arousing the aspirations of the other popalations of Polish origin, and that the latter might find themselves induced to make common cause with the insurgents of the Grand Duchy of Warsaw. We are informed that a dispatch relative to the Affairs of Poland has been forwarded from the Ministry of Foreign Affairs to Baron DE TALLEYRAND, Ambassador of France at Berlin.
